Background

Capacity-building is one of the fundamental pillars for the implementation of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, and a critical enabler for advancing energy transitions, particularly in developing countries.

As the global energy transition moves from goal-setting toward large-scale and systemic implementation, challenges related to insufficient institutional capacity, skills gaps, talent shortages, and limited coherence between policy and technology have become increasingly evident. Strengthening systematic and targeted capacity-building for the energy transition has therefore emerged as a shared priority of the international community.

The Paris Committee on Capacity-building (PCCB) Network, established under the UNFCCC, serves as an important collaborative platform to enhance coordination, complementarity, and scaling up of capacity-building efforts. Recognizing energy as a key pillar of climate action, the PCCB Network formally established the Energy Cluster in May 2025, with a focus on advancing capacity-building for the energy transition through policy dialogue, knowledge exchange, and practical cooperation.

As the champion of the PCCB Energy Cluster, the Global Energy Interconnection Development and Cooperation Organization (GEIDCO) has actively supported the establishment and operation of the Cluster by mobilizing members, shaping priority themes, and developing working modalities. To take stock of initial progress, welcome new member organizations, strengthen shared understanding, and outline priorities for the next phase of work, this online convening is proposed.

Objectives and Key Content

The convening aims to:
▪ Provide a systematic overview of the establishment, governance arrangements, and initial outputs of the PCCB Energy Cluster;
▪ Officially welcome a new cohort of member organizations, further enhancing the Cluster's professional diversity and representativeness;
▪ Present the proposed 2026 work plan and priority areas of cooperation, clarifying opportunities for member engagement;
▪ Facilitate dialogue among members through experience sharing and forward-looking discussions to foster collaboration and synergies.

Meeting of PCCB Network Energy Cluster (55 minutes)
Part 1: Introductory Briefing(20 Minutes)
This session will give an overview of the Energy Cluster’s mandate, positioning, governance arrangements, and activities since its establishment; Reflections on GEIDCO’s role as the lead organization; Announcement of newly admitted international organizations joining the PCCB Energy Cluster; Presentation of the 2026 work plan, including proposed activities such as dialogues, research initiatives, and training programmes, as well as modalities for member participation and cooperation.

Part 2: High-level Round-table(20 minutes)
Senior Representatives of both new and existing members of the PCCB Network Energy Cluster will be invited to exchange views on capacity-building needs and challenges in the energy transition, share practical experiences from their respective institutions, and provide suggestions and recommendations on the future work of the Energy Working Group.
